This short summary is to respectfully express deep concerns regarding the current reservation policy in Jammu and Kashmir.
Let us examine this situation with ongoing recruitment process for the posts of constable in jammu and kashmir police.
As per the notification there were 4002 posts notified to be filled by the JKSSB. out of which the total no seats notified after horizontal reservation in all respects for the general category were only.
(Constable armed UT . = 675) (Constable SDRF UT . = 40) ( Constable telecommunication UT. = 201) (Constable photographer UT. = 9) ( Constable executive jammu. = 499) ( Constable executive kashmir = 176) Total. = 1600 out of 4002
I,e total no of seats after horrizantal reservation were 1600 which is about 40% of total seats. Now after deduction of vertical reservation seats which is in itself about 40% for every category. This implies that after reducing 40% from 1600 the remaining no of seats comes out to be. 1600 - 40% of 1600. = 960
Ultimately which comes out to be 23.9% For open merit. Out of total 4002 seats announced. Leaving about 76% of seats for different reserved classes. A geniune and utmost point of concern for candidates of open merit.
This reservation policy is killing merit in j&k Also this skewed reservation policy has several detrimental effects:
Discourages Meritocracy: By disproportionately favoring certain groups, it undermines the principle of merit and creates an environment where qualifications and abilities are secondary to social background.
Generates Social Discontent: This policy can breed resentment and social unrest among those who feel excluded and disadvantaged by the current system.
Limits Talent Pool: By restricting access to opportunities based on social factors rather than merit, the state is potentially losing out on a significant pool of talented and qualified individuals.
I urge you to consider the detrimental consequences of this policy. Supreme court of india have already notified that the reservation in any state should not exceed 50%. More over after 103th constitutional ammendment 2019. Mandal commission also limited the reservation to 50% of total seats.
We believe that a more equitable and inclusive reservation policy is crucial for the overall development and progress of Jammu and Kashmir. We request your kind attention to this matter and urge you to take necessary steps to address these concerns. Thank you for your time and consideration.
