Members of County Assembly have today during siting no. 096 rejected the Taita Taveta County Supplementary Budget Estimate for the FY 2024/2025 as proposed by the Executive Arm of the County Government.

In a motion moved by Hon. Jimmy Mwamidi, MCA, Wundanyi/Mbale and Chairperson, Budget, Finance and Appropriations Committee, the member noted that the supplementary budget estimates failed to abide with PFM Act 129 (1) (a) which required the Executive when submitting to the County Assembly budget estimates provides supporting documents and PFM regulations 39(6) (c) in promptly providing reasons/explanatory notes on changes on votes in the supplementary budget.

The Budget Finance and Appropriation Committee Chairperson also pointed out that following the collapse of the Finance 2024 which caused shortfall in expected revenues, Counties are yet to be guided on the exact equitable share allocation for FY 2024-2025 as the matter is still under deliberation in parliament.

He noted that the net effect of the proposed changes if passed by the two houses as proposed will cause a reduction of the equitable share of Taita Taveta County from the current equitable share of Ksh. 5,229,266,247 thus going by this, a consideration of the supplementary changes at this time would be premature as a supplementary budget to be occasioned by the proposed changes and the ongoing negotiations is already looming.

Hon Mwamidi at the same time noted that the supplementary budget estimates failed to comply with the fiscal responsibility principle on minimum of thirty percent (30%) of the County Governments budget to be allocated to the development expenditure, pursuant to Section 15 (2) (a) of the Public Finance Management Act 18 of 2012.

β€œ Mr Speaker Sir, the supplementary changes are down scaling the development expenditures from 32.1% as approved by the House to the new proposed expenditures of 29this is an amendment which is against the law, noted Hon Mwamidi.

Supporting the motion Mahoo Ward Member of County Assembly Hon Daniel Kimuyu said the budget estimates reduced Ksh. 50 million from the allocation of bursary fund and hence compromising on matters education in the County.

Also supporting the motion, Kasighau M CA Hon. Amos Makalo said the Executive arm is not developmental conscious as any reduction on development was a joke to county resident since theird is nothing to show of yet the financial year is mid-way done.

Rong’e ward MCA Hon. Dorcas Mlughu said that many project in her ward have never kicked off despite allocation only for the executive to propose an increase of development pending bills allocation of Ksh. 90,000,000 resulting to provision of pending bills of Ksh. 300,000,000.

Nominated Member of County Assembly Hon. Peter Shambi said the projected collection of County Own Source Revenue of Ksh 750 million was a fallacy since the County Executive only collects less than Ksh 300 million hence there is need for the executive to be realistic and budget within its means.
