I'm pretty sure it is, you can't sell booze out in the open, or drink booze in public.

The line is hazy, regularly a food truck must provide “closed” off seating if selling alcoholic beverages; but because they are frozen & presumably low in alcoholic content most states classify them as a frozen food product not needing to meet the regular requirements for alcoholic food trucks
