In the Telegram Beta version for Android, possibility of locking your aspect ratio (1:1, 2:3, 16:9 etc.) for cropping a photo was replaced with a mirroring feature. Of course, users are still able to eye-ball the crop proportions but in order to get perfect square now you will have to support yourself with a 3rd party application.
Developers argue that feature was removed from Android version of Telegram due to its unpopularity, however on iOS it is still available (attached picture shows iOS on the left side and Android on the right side).
Just a reminder that previously Telegram added possibility of putting animated stickers to videos, new drawing styles and ability to trim a video.
