发言人在之前对中国的所有努力作出积极肯定，同时说中国的响应速度是最快的。但是下面是重点。

We don’t know what sort of damage this 2019-nCoV virus could do if it were to spread in a country with a weaker health system.
我们不知道 2019-nCov 在一些医疗系统比较弱的国家传播开会造成怎样的伤害。

We must act now to help countries prepare for that possibility.
我们现在必须采取行动去帮助其他国家应对这种可能。

For all of these reasons, I am declaring a public health emergency of international concern over the global outbreak of 2019-nCoV.
综上所述，我在此宣布， 2019-nCov 全球爆发事件定义为 “国际公共卫生紧急事件” 。

The main reason for this declaration is not because of what is happening in China, but because of what is happening in other countries.

Our greatest concern is the potential for the virus to spread to countries with weaker health systems, and which are ill-prepared to deal with it.

Let me be clear: this declaration is not a vote of no confidence in China. On the contrary, WHO continues to have confidence in China’s capacity to control the outbreak.
