Bava Kama 38a:4 teaches that all the money of the Gentiles belongs to the Jews.
Bava Batra 54b says that the property of a heathen (read: Goy/Gentile) is like desert land and whoever occupies it first... owns it.
Avodah Zarah 70a:10 makes it clear that most Jews are thieves and since they are Jews, it is permitted.
Most horrifically of all, Sanhedrin 57a:14-15 lays out that if a Jew steals from a Gentile, robs a Gentile, or takes the decency of a married Gentile woman that is a prisoner of war through rape. It is permitted. If a Gentile does the same to a Jew though. The Gentile is to be executed.
