Maybe. I recently read an article about how the results of just one PCR test are no longer reliable (a lot of false positives), and they now need two PCR tests.

Yes, I definitely think that the decline in cases can be chalked up to the new WHO guidelines.

It was. WHO themselves changed the rules of how one becomes a covid positive.

The WHO themselves changed that,yes. So how they are "baffled" is hilarous, given they changed the technique of measuring stats to begin with.
