In other words, the laws and theories of science do not tell us what we should do, but what we should abstain from doing. Science does not prescribe, but it proscribes. The plain truth is that the engineer or the technologist uses scientific knowledge in order to diagnose, to control, and to eliminate errors in his initiatives, not to generate these initiatives. Science has a critical function, not a constructive one.
