Telegram Phone Number visibility is set to My Contacts by default. Starting from v5.7 you have option to change this based on your preference.

Telegram Settings - Privacy and security - Phone Number

Everyone : Anyone who opens your profile can see number.

My Contacts : Your Contacts (The users whose number you have) and who has your number saved in their Contacts can see your number.

Nobody : Only who has your number saved in their Contacts can see your number.


Note: The user who has your number Saved can always see your number, you can't hide your phone number from them
