Not really unfortunately, the rules are mostly based on the Pandemic Law, which gives Emergency Law rights to the Leadership, when a Pandemic is declared by the WHO. I'm no legal expert, but by this situation, they might even be able to give out orders to shoot people over their measures, as the law allows "measures" against the people ir individual persons. Legally, this is pretty much like in the war time, where individuals were acctually shot, over handing over intel to the NS regime
Except covid has been proven in all science labs of world to not exist. It was influenza A and B aka flu strains as each year. Proven. Death rates in 2020 also same level as every prior year,year over year. The ones giving orders and cops who would shoot an unarmed civilian not dangerous to anyone ...those cops and politicians would be exterminated,all.of them. There are people in eveey country keeping tabs, many, including within military,special forces,police...ready to go and terminate the lives of anyone who crosses the line with violence against the innocent civilians. There is no going back once they would do so. Hence they will not.
Governments aka servants don't have any powers to limit human rights and close private businesses etc to begin with!
