Mandates for all ages are off the table for now. They might try again in autumn, who knows. The German govt is made up of incompetent half-wits and corrupt psychopaths. Not sure if the states can bring in vax mandates, I've left Germany long ago and those fine details are beyond my knowledge now. But I doubt they would try after today's hammering.
