There are two possible explanations: 1) they give placebos, which explains some very weird inconsistencies compared to other countries (for example, other highly vaccinated countries have dramatically lowered fertility, but Israel's is quite high) or 2) they're willing to sacrifice their own to accomplish their goal of ultimate control.
