Spy cars are set to hit the streets of the Black Country this summer as drivers were warned they could face fines for breaking road rules like waiting in yellow boxes, making wrong turns and going the wrong way up one-way streets. Some councils have begun applying for special powers from the Department for Transport which would allow them to punish motorists making common errors on the roads.
