Come on! First, Biden does not know that there are not just members of the National Guard around. The Army would limit the screening to the National Guard, excluding the other elite units. Second, the Army will suggest to use Dominion Voting System for the screening of the National Guard. Biden can choose the outcome (countings with fractional numbers etc.).
