This is what we do in Austria when a trafficjam Happens on the highway, its called Rettungsgasse wich translates to something like Emergency-Road and its porpouse is that emergency vehicles can pass through.
It could be possible that there a car which won't drive anymore and bcs of the speed that most emergency vehicles drive they would crash into a car on the far right line..
Forming a corridor means that emergency vehicles can pass through the street without crashing into cars, in more civilized countries it doesn't need a law for that. Also, the way Austrian politics introduce new laws or products always makes it seem like they invented the wheel anew...that gives Austrians a weird sense of superiority.
