I'm guessing, much the same as normal chess. I see a thick green line in the three outer layers, which probably act as walls so that the rooks can't start capturing each other out of the gate, and pawns are likely promoted by getting to either the innermost layer or the centre.

Far as I can tell, only the three outer layers are walled. You should be able to move wherever you want within the three inner layers.
