It's cheaper that way. They produce these standardized bags for a bunch of different furniture. It's cheaper to have one where you just throw that pice way instead of having to produce a new type of bag

My theory is that there was a revision and that piece is no longer needed but being pre-packaged updating the instructions to discard that piece is the most cost effective option.
