This is an amazing proposition by some very ignorant people, some of whom pretend to be educated.
In the first place, the housing market is only affected by the non-market factors in a limited way: property tax, environmental laws, zoning, etc. will impact prices, but only in a marginal way.
Property tax is fundamentally a violation of property rights, and could be eliminated as a factor in the market. Property taxes are the extortion and confiscation of money from the citizens. EPA laws regarding “wetlands” are also a violation of property rights.
Ultimately, the market will control costs, but these Marxist-types just cannot get over their religion!

This is infiltration of Communism by degrees. Deprivation of ownership guarantees subservience and a population that are little more than slaves providing the labour that is needed for those in charge to live lives of carefree oppulence and tyranny.
