Sure, it's 'their money' but to be used for state business. Taxing the citizens and then giving that same money back to them is ridiculous.
Not to mention, it's not entirely the citizen's money, as most of it is just raw debt.

TLDR the other items serve domestic and foreign policy needs, the welfare is just a pointless handout.

lol it's not a crisis - its a government ordered shutdown of businesses. The right choice for the government was to not shutdown at all, and only close borders to external travel.
